of his duties in the Treasury. But there is in my opinion

an important distinction between the two cases.

In Mr. Kennedy-Skipton's case the duties in

question were both of a subordinate nature within a single

department, while in Mr. Williams' case one, and in Mr. Smith's case both, of the duties involved full responsibility

for a separate department.
